MINUTES 

JULY 21, 2026 


The regular meeting of the Funkstown Mayor and Council was held on Monday, July 21, 2026, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall. 


In attendance were Mayor Sharon Chirgott, Assistant Mayor John Phillips, III, Terry Feiser, Paul Crawford, Kim Ramer, and Barry Warrenfeltz. 


Also in attendance were Angel Stewart, Connor Shank, Patti Ramer, Edward Kuczynski, Brenda Haynes, Town Manager; and Kelli Roser, Town Secretary. 


This meeting of the Mayor and Council, in compliance with the Maryland Open Meeting Law and the Emergency Ordinance of the Town regarding Open Meeting Compliance, will be audio streamed via the Town's Facebook page. In person attendance is permitted at the meetings. 


A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Motion was made by Councilman Terry Feiser, seconded by Councilman Paul Crawford to approve the minutes. Unanimously approved. 


Eagle Scout Court of Honor Invitation for Makayla Higdon – Scout Troop 123 


Makayla Higdon is with Scout Troop 123, Funkstown, MD. She successfully achieved the rank of Eagle Scout on November 25, 2025. Troop 23 cordially invited the Mayor and Council to attend the Eagle Scout Court of Honor in recognition of Makayla's achievements. The event will occur on Saturday, July 25, 2026, from 2 PM to 5 PM at the Broadfording Church of the Brethren Fellowship, located at 14010 Greencastle Pike, Hagerstown, MD. The Mayor and Council will prepare a Proclamation for Makayla and Mayor Chirgott will attend the Court of Honor and present the Proclamation. 


Frederick Road Water Line Project Update 


Mayor Sharon Chirgott provided an update to the Council regarding the temporary water line installation and gate valve improvements. Shank Land Management LLC will be doing this part of the project for $158,350.00. The project is set to begin the week of August 3, 2026. 


Mayor Sharon Chirgott – MML Recognition 


Mayor Sharon Chirgott and Assistant Mayor John Phillips Ill presented Councilman Kim Ramer with a Governor's Citation given on behalf of the Maryland Municipal League Hall of Fame for being in public office for twenty years. 


Town Manager Report 


Town Manager Brenda Haynes showed the Mayor and Council on the computer the updated website, Facebook, and the electronic board. The new website is a .gov, and the town manager is waiting for the company that is administrating the .com to provide the access code for the new company to be able to combine them together. That should occur in the next week or two.

Assistant Mayor John Phillips, III thanked everyone who helped make the re-enactment a success this year. 


Councilman Terry Feiser thanked Assistant Mayor John Phillips, III for a great job with the re-enactment.

The regular meeting of the Funkstown Mayor and Council was held on Monday, June 8, 2026, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

General Fund/Enterprise Fund and Budget Ordinance Adoption


Motion was made by Assistant Mayor John Phillips, III, seconded by Councilman Barry Warrenfeltz to adopt the General Fund and the Enterprise Fund Budgets for Fiscal Year July 1, 2026 to June 30, 2027, and the Budget Ordinance, 2026-06. Unanimously approved.


Tiffany Ahalt – National Road Heritage Foundation


Ms. Tiffany Ahalt submitted a formal request regarding the relocation of NR Wayside Panel – Building the Funkstown Bridge. The National Road Heritage Foundation installed the panel in the late 1990s in the Americal Legion parking lot. The current location is not readily visible to the public, and with the new park on Poplar Street, the Heritage Foundation would like to request to move the panel to the park area making it more visible for visitors to learn about the history of the Historic National Road Scenic Byway and the Funkstown Bridge. The Heritage Foundation proposes to coordinate the relocation, including covering all related expenses.


Motion was made by Councilman Terry Feiser, seconded by Barry Warrenfeltz to allow the National Road Heritage Foundation to move the panel to the Poplar Street park area for a more visible placement for the public to view. Unanimously approved.


Misc


Mayor Sharon Chirgott presented Chief Jerry Keplinger with the Funkstown Fire Company with the annual donation check in the amount of $10,000.

MAY 27, 2026


A special meeting of the Funkstown Mayor and Council was held on Monday, May 27, 2026, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.


In attendance were Mayor Sharon Chirgott, Assistant Mayor John Phillips III, Terry Feiser, Kim Ramer, Paul Crawford, and Barry Warrenfeltz.

Public Hearing


The meeting was called to order as a Public Hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed water rate increase and a possible sewer rate increase.


The public hearing is scheduled pursuant to the provisions of the Annotated Code of Maryland and the Charter of the Town of Funkstown, to consider whether to revise the water and sewer rates, and discussion of the General Fund and the Enterprise Fund Budgets.


There were no public comments.


Motion was made by Councilman Barry Warrenfeltz, seconded by Councilman John Phillips, III to close the Public Hearing. Unanimously approved.


Mayor Sharon Chirgott opened the Special Meeting.


A discussion was held regarding the City of Hagerstown only increasing the water rates this year by five percent, and not fourteen percent.


Motion was made by Councilman Barry Warrenfeltz, Councilperson Marie Royce to increase the in-town and out of town water rates by five percent, and the in-town and out of town sewer rates by five percent. Unanimously approved.


A discussion was held regarding the Park Pavilion rental fees. The in-town fees are $25.00 and out-of-town rates are $60.00. The County currently charges $75.00 for out-of-town rates. Motion was made by Assistant Mayor John Phlillips, III, seconded by


Councilman Terry Feiser to amend the out-of-town park fees to $75.00 and keep the in-town fees at $25.00. Unanimously approved.


The town manager went over the General Fund and the Enterprise Fund Budgets with the Mayor and Council. Motion was made by Councilman Barry Warrenfeltz, seconded by Assistant Mayor John Phillips, III to introduce the General Fund and the Enterprise Fund Budgets for FY27 with changes to be given to the Mayor and Council at June 8 th meeting. Unanimously approved.


Motion was made by Councilman Barry Warrenfeltz, seconded by Councilperson Marie Royce to close the meeting to go into closed session to consult with counsel to obtain legal advice on a legal matter. Unanimously approved.


Motion was made by Councilman Paul Crawford, seconded by Councilperson Marie Royce to go out of executive session. Unanimously approved.

Swearing In Of Mayor and Council Members


Mr. Kevin Tucker was present and performed the Swearing in of the following:

  • Sharon Chirgott – Mayor – Elected to a Four Year Term

  • Kimberly Ramer – Council Member – Elected to a Four Year Term

  • Marie Royce – Council Member – Elected to a Four Year Term


Mayor Sharon Chirgott and Town Manager Brenda Haynes presented Paul Crampton, Jr. with a Proclamation and a Plaque that retired his gavel. Senator Corderman honored him with a Proclamation, and he also received a prestigious award of receiving a Governor’s Citation.


Assistant Mayor – Open Seat


Due to Mayor Sharon Chirgott winning the position of Mayor, the Assistant Mayor position for the remaining two years is open. Motion was made by Councilman Terry Feiser, seconded by Councilperson Marie Royce to appoint Councilman John Phillips, III to the position of Assistant Mayor for the remaining two years. Unanimously approved.


Councilman John Phillips III will go to the Clerk of the Circuit Courts Office to be sworn in prior to the next meeting.


Now there is a Council seat vacancy for the remaining two years. Paul Crawford had the next highest votes when the Election was over. Motion was made by Councilperson Marie Royce, seconded by Councilman Barry Warrenfeltz to appoint Paul Crawford to fill the council seat vacancy for the remaining two years. Unanimously approved. Paul Crawford will go to the Clerk of the Circuit Courts Office to be sworn in prior to the next meeting.

Mary Bergeron – Eagle Scout Project


Ms. Mary Bergeron is completing her Eagle Scout Project in Funkstown. She would like to plant 97 trees (saplings) on park property (prior Artz Farm). Most of the trees would be planted around the barn area and the buffer zone near the bridge on interstate 70.


The trees will be planted around May 9th . The Mayor and Council will be responsible for watering the trees.


Constant Yield Tax Rate


The Constant Yield Tax is calculated by the MD Department of Assessments and Taxation for each taxing authority in Maryland. It represents the Real Property Tax Rate for the coming tax year that will generate the same amount of revenue that was generated during the current tax year. Motion was made by Councilman Terry Feiser, seconded by Councilman Rich Gaver to keep the tax rate at .37 (per $100) for Fiscal Year 2026-2027. Unanimously approved.


Historic Preservation Tax Credit Eligibility – Memorandum of Understanding (MOU) and Resolution and Ordinance to Authorize Participation in Washington County Historic Tax Credit Program


Motion was made by Councilman Rich Gaver, seconded by Councilman by Barry Warrenfeltz to finalize the Historic Preservation Tax Credit Resolution and Ordinance to move forward to the Washington County Commissioners. Unanimously approved.


Dump Truck Bid Results


Motion was made by Councilman John Phillips, III, seconded by Councilman Rich Gaver to accept the bid for James Burnett in the amount of $8,000.00. Unanimously approved.

Historic Preservation Tax Credit Eligibility – Memorandum of Understanding (MOU)


Ms. Meghan Jenkins gave a presentation at the December 8, 2025 Mayor and Council meeting on the Historic Structures Tax Credit in Washington County, MD.  The credits are a reduction in federal, state, and local taxes depending upon the credit program/s a person or entity participates with.  For the Washington County Historic Structures Tax Credit, it is a reduction in the property tax.  The Historic District (HDC) was created in 1986. 


In addition to approving the MOU, the Mayor and Council would need to pass an Ordinance.


Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to introduce an Ordinance approving the Memorandum of Understanding (MOU) for Historic Preservation Tax Credit Eligibility Between the Town of Funkstown and The Board of County Commissioners of Washington County, Maryland.  Unanimously approved.

Chad Walker – National Pike Festival – Wagon Train Donation


The National Pike Festival will be in Funkstown this year on Saturday, May 16 and sleep over.   Breakfast will be held on Sunday morning, May 17 and then they head to Boonsboro.


Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Rich Gaver to continue with the $500 donation like last year. Unanimously approved.

Deputy Dakota Watkins provided an update for the month of February.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to pay the bills.  Unanimously approved.


Mayor Paul Crampton, Jr. explained to the Council that there are two pump stations left to do complete Control system upgrades.  Each station costs $60,000.  Consensus by the Council was given to continue to finish the control system upgrades.


Mayor Paul Crampton, Jr. explained to the Council that the Edgewood Drive pump station needs a transducer upgrade in the amount of $17,500.  This pump station has already had the control system upgrade complete.  Consensus by the Council was given for this project, so this will be put in the upcoming budget.

250th Anniversary Planning Update Report


Town Manager Brenda Haynes stated that Washington County will be celebrating the “County” 250th Anniversary on Sunday, August 30th at Pen Mar Park. Funkstown could possibly have the ribbon cutting for Jerusalem Park on Saturday, August 29th.  A final decision will be made in the next week or two after several Washington County Park officials are contacted to verify attendance.


Election Board Members – Approval


The Town Charter requires that the Mayor and Council approve Election Board Members for the upcoming Election.  Their term will begin on the first Monday in March (March 2, 2026) and will run for four years.


Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to approve Stephanie Stone, Audrey Baker and Prosperity Jones.  Unanimously approved.


Page Two


Stephanie Stone will serve as the Chairperson.  Each member is qualified as voters of the town and will not be a candidate for any elective office during this term.


Sidewalk Issues


Ms. Ruth Iseminger is a resident of the Town, and lives at 23 Frederick Road.  She stated that many years ago the previous Mayor approached her family when the sidewalk in front of her house was installed and agreed that the Town would take care of shoveling the snow in the winter.  The Town has been taking care of this for over 50 years until this year.  Mayor Paul Crampton, Jr. stated that there is not a written agreement, and it is the property owner’s responsibility to maintain their sidewalk in front of their house, but this decision will be up to the pleasure of the Council.  Assistant Mayor Sharon Chirgott stated that if the Town has been doing this for many years, she agrees to continuing the agreement.  Councilman Terry Feiser stated that he would agree to continuing to maintain the sidewalk in the winter as long as the Iseminger family owns the property.


Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Terry Feiser for the Town to continue shoveling the snow on the sidewalk in front of 23 Frederick Road as long as the Iseminger family owns the property.  After a new owner takes ownership of this property then this arrangement becomes the responsibility of the new owner.  Unanimously approved.


A discussion was held regarding residents not clearing the snow from their sidewalk that is used by the public.  This past snowstorm was very icy and stayed cold for an extended period.  A reminder will be posted on the website for residents to clear snow from their public sidewalk and this will be enforced for the next snowstorm.


Misc


There is a property on West Poplar Street that does not have a sidewalk in front of their house.  There was grass, but that had been removed and replaced with rocks and a fence around the rocks.  This is forcing people that walk to go out into the street around the fence and rocks, which is a liability.  The Mayor and Council directed the town manager to have the Town Attorney, Ed Kuczynski look at this issue and send a letter of violation to the property owner.


Mayor Paul Crampton, Jr. stated that one of the pumps at the Park Pump Station needs to be replaced.  The estimated quote is $17,810.00 plus having Roto Rooter on site with a suck truck to keep flow from coming into the pit during installation of the new pump.

Mr. Kery Swope, Partner with Albright Crumbacker and Moul & Itell, LLC, presented the annual audit report.  The Town has a “clean, unqualified opinion.”  He highlighted the main pages to the Mayor and Council as follows:

Councilman Rich Gaver Email – Mainstreet Membership


Councilman Rich Gaver gave the Mayor and Council Main Steet America Membership information.  He will do further research on Main Street Maryland and present that information at another meeting.
